PART I: GETTING STARTED

In Part I, the GLBS Guide takes on the daunting task of pulling together 200-plus years of U.S. History and legal developments to get to the current state of affairs governing a person holding a valid license to carry, who is carrying in another state by a reciprocity agreement. Through Part I, the GLBS Guide specifically addresses the scope of reciprocity agreements and the state and federal criminal statutory law most likely to cause a licensee risk. However, states that do not have state-based preemption, whereby the state legislative body makes the majority of gun laws, are legally risky states into which to carry firearms under a reciprocity agreement, if it exists.

While beyond the scope of the GLBS Guide, a number of research tools and suggestions are contained in Part I to aid Readers if this is the case, which also may aid with long-gun questions that Readers may have. These broad research tools applicable to all firearms are found throughout the GLBS Guide. Part I is purely a foundational section to set forth the scope of considerations necessary for lawful reciprocal carry.
