PART V: STATE, LOCAL: OTHER REGULATION

Areas where large numbers of people congregate have long been a focus of state-based penal laws. The driving policy or theory is unclear in some cases (perhaps it is the consumption of alcohol or the presence of young children). Nevertheless, there are a substantial number of similar categories that should raise questions in Your mind with each state.

Many of these are specifically set forth in the penal law in individual states that follow. However, some categories may be primarily regulated outside penal law, such as by private property rules or regulations or ordinances, which are typically classified as civil matters. These should still be determined and followed under any classification.
